Kevin R. McCarthy, Principal
Kevin McCarthy is a Homeland and National Security practitioner experienced in transportation security and operations solutions, resilience and other aspects of critical infrastructure protection. With more than 33 years experience flying commercial and U.S. Air Force aircraft including C-130s and a range of commercial airliners, he was selected as one of Delta Airlines first captains of the new Boeing 777. During this time he also served as an expert advisor on aviation and operations security to the U.S. government and the airline industry. As a senior official in the Air Line Pilots Association (ALPA) he founded the National Center for Aviation Security and directed the industry’s first Office of Intelligence & Emerging Threats. In this role he worked to enhance information sharing among ALPA’s 65,000 members, U.S. government agencies, and the intelligence community.
He was a leader in creating the Federal Flight Deck Officer Program (FFDO) program for Department of Homeland Security (DHS) and its Transportation Security Administration. Completing training at the Federal Law Enforcement Training Center, he was one of the first officers to be sworn in and on duty protecting US airliners. At the request of the Iraq Coalition Provisional Authority in 2003, Kevin led a team of experts to develop operating procedures for reopening the Baghdad International Airport to civilian aircraft.
Following his 2004 retirement from the cockpit Kevin created the consulting business MoonRaker Associates (MRA) focused on national security operations, continuity, and resilience. In 2008 Kevin was invited to affiliate with Catalyst Partners, Washington, DC as an independent contractor, making available to the firm his wide aviation and business experience. Other areas of expertise include; situational and domain awareness with common operating picture, geospatial intelligence operations, and the utilization and development of unmanned systems. As an expert advisor Kevin leverages a vast network applying his expertise to developing solutions, which enhance the protection and overall effectiveness and resilience of operations in both the public and private sector. He recognizes the importance of utilizing innovative technologies to enhance and secure operations throughout an enterprise. For SPADAC Inc., one of the fastest growing geospatial intelligence companies in the United States, he is a founding member of the Board of Advisors and an expert consultant. Also serving on Boards of Advisors for CoroWare, Inc. and SeaRobotics Corporation, companies in the software development and systems integration business, respectively. Recently elected to the Board of Directors, TigerLight Inc. he is leading a major recapitalization effort as well as expanding international channel partnerships in the non-lethal defense systems arena.
Kevin is a consultant to the Department of Homeland Security’s Homeland Security Institute; a member of The World Bank, Aviation Safety & Security Working Group; and a founding member of the U.S. Department of Defense’s Directed Energy Task Force's Laser Eye Protection Group. He is also a member of The Consortium for Homeland Defense and Security in America.
At the George Mason University School of Public Policy, Center for Transportation Policy, Operations, and Logistics, Kevin is a guest lecturer. He also volunteered his service as a special advisor to the U.S. House of Representatives Committee on Homeland Security and to senior DHS officials on securing commercial aviation operations and airliner missile defense. Kevin is a contributor to the Heritage Foundation report, Maritime Security: Fighting Piracy in the Gulf of Aden and Beyond, June 2009.
Kevin holds a B.S. degree
in Earth and Space Science, from West Chester University, PA. He received
advanced intelligence officer training at The Centre for Counterintelligence
and Security Studies, Arlington, VA, and graduated from the Federal Law Enforcement
Training Center, Glynco, GA. Carrying a current US government security clearance,
he resides Park City, Utah.

Ken Campbell, Senior Vice President, Intelligence Solutions, SPADAC Inc
As a career Navy Special Operations Officer and Intelligence professional, James “Ken” Campbell brings a wealth of national security expertise to the MoonRaker team. Possessing 33 years experience in senior leadership and management positions, Ken has served at the Defense Intelligence Agency as the Chief, Weapons and Infrastructure Team, Office for Counterterrorism Analysis (1997-2002); U.S. Department of Homeland Security where he advised the Assistant Secretary for Information Analysis on counterterrorism issues (2003-2004); and as SPADAC’s Senior Vice President for Intelligence Solutions (2006 to present).
A noted authority on counterterrorism analysis, Ken authored the 1997 book Weapons of Mass Destruction Terrorism (Interpact Press), testified before the Senate on WMD terrorism issues in 1998, and provided expert witness testimony in the prosecution of international terrorist operatives. Additionally, he is the recipient of several high-level intelligence community awards for his superb contributions in counterterrorism analysis.
Ken holds a BA in political
science from San Francisco State University and an MA in national security
affairs from the Naval Postgraduate School.
Frank Furr, President, Furr Consulting, Park City, UT
Frank is a former US Air Force Officer with more than forty years experience in program management, operations, logistics, and system acquisition in Air Force and civilian defense companies.
As Vice President, Programs, L-3 Communication Systems West; he directed various secure communication programs with emphasis on providing real-time, actionable intelligence to war fighters, national command authorities, and intelligence agencies. He is highly experienced at working with Dept of Defense, government agencies, and foreign defense officials for acquisition, operations, logistic and sustainment of critical programs.
During his military career Frank served in the Office of the Assistant Secretary of Defense for Intelligence, Defense Intelligence Agency, J-3 of the Joint Chiefs of Staff, the Joint Strategic Target Planning Staff (JSTPS), and various command, leadership, and operational flying positions worldwide. A USAF Command Pilot, Frank has logged over 3,500 flying hours in a wide selection of aircraft; U-2, OV-10, F-102, T-33, T-37, T-38.
Educated with a BS from, North Carolina State University and an MS at University of Northern Colorado, Franks carries a US government security clearance.
Jim D. Wallace II
Jim Wallace, a career professional with over 24 years of service in military and commercial flight operations, safety, and security, currently serves as an advisor to the University of Illinois at Chicago on national policy and strategy for homeland security and public health. As a member of several Department of Defense task forces, Jim has developed programs supporting the nation¹s strategy for the Global War on Terrorism. A recognized subject matter expert on Directed Energy weapon systems, his advisory experience includes membership on the USAF Directed Energy Task Force, the interagency Laser Eye Protection Task Force, and the Defense Science Board for Directed Energy Technology. Recent Federal agency consulting activities include DHS, FBI, FAA, DARPA, and Sandia National Laboratory. Mr. Wallace holds a MS in Management from the University of Maryland University College, a BS in Aerospace Engineering from Texas A&M University, and is a graduate of Air War College. Jim is a rated Airline Transport Pilot with over 6000 flight hours in military and commercial aircraft.
